Effects of service delivery variations on administration of municipal human services agencies: the contract approach versus agency implementation.

Abstract

Recent federal funding programs have encouraged local governments to provide social service programs through contractual arrangements with private and voluntary organizations. Although many human services agencies have adopted this delivery alternative, little is known about its impact on administrative activities and values within these public bureaucracies. A study examined the variations in management priorities of municipal human services directors. The agencies in the study were grouped according to four classifications that indicate the relative numbers of services provided contractually as opposed to the more traditional in-house delivery approach.
