Does Citizen Participation Matter? Toward the Development of Theory

Abstract

A role for citizen participation has been formalized in Ur planning programs since the "workable program" of the 1954 Housing Act. The expansion of citizen participation into other areas has drawn scholarly attention. An additional area for such attention, the impact of required citizen participation on decision outcomes, is proposed, & a conceptual framework for it developed. It is assumed that mandated citizen participation groups can be regarded as interest groups, & that the decision-making processes they are involved in are political rather than technical. A decision-making analytic framework is proposed based on reference group theory. While it explicitly addresses mandated participation, it should also be applicable to other cases of participation in public policy decisions. 1 Table, 69 References. Modified HA.
