Citizen Participation in Rural Community Development: Community Group Perspectives

Abstract

Citizen participation in the Ru community development process, particularly as reflected in definitions of participation held by community decision-making groups, is examined. Data from interviews with 125 government leaders & 110 managers & proprietors in 3 Ru Ala counties reveal: (1) business & government leaders differ in their support of citizen involvement, with government leaders attaching more importance to it & with differences most pronounced in community mobilization strategies; & (2) business & government leader definitions of citizen involvement conform to the theoretical dimensions suggested in the literature, although business definitions center around a participation strategy stressing consequences for individual participants while government definitions center around behavioral change for individuals & community groups. 3 Tables, 30 References.
