An evaluation of the declaration method of eligibility determination.

Abstract

A study addressed two questions: Does the declaration method of eligibility determination reduce the amount of time staff members spend in determining family income or income-maintenance status as compared to the verification method of eligibilty determination, and what effect does the former method have on the number of clients receiving services for which they are ineligible? The study design called for the implementation of the declaration method in one county (the test county) and the continuation of the verification method in a second county (the control county). An eight-month time frame was planned, consisting of a one-month baseline data-collection period and a seven-month test period. Reviews of records and interviews with clients were used to verify clients' eligibility. The sample of cases to be verified was drawn randomly on a monthly basis from the total number of applicants for each county.
