Estimating the cost of continuing disability reviews to the state of Maryland.
Abstract
Based on a survey of general assistance applicants (N = 1,027) in the city of Baltimore during October 1983, an estimated 651 people, statewide, were added to Maryland's largest general assistance program after being terminated from either disability insurance (DI) or Supplemental Security Income (SSI) programs, or both, owing to the continuing disability reviews. The approximate cost of the increased participation in the general assistance program to the state of Maryland was $2.3 million in 1984. The findings indicated that it was in the interest of states (1) to challenge the use of criteria for determining continuing eligibility that depart from the traditional test of requiring medical improvement in order to terminate DI or SSI disability benefits and (2) to monitor carefully the implementation of new criteria. The findings also suggested that states would be likely to derive a significant cost-benefit advantage by providing legal assistance and case advocacy to selected general assistance clients.
