Beyond Technocracy: New Routes for Citizen Involvement in Social Risk Assessment

Abstract

The role of citizen participation in the assessment of risks involving technical knowledge is examined. Conventional approaches of public access to decision making are compared with some recent experiments that have put lay members on technical advisory boards. Some general principles are developed that address the legitimacy & form of citizen involvement on the grounds of justice, knowledge, & pragmatism. Access to the decision-making process must be improved for those segments of society that bear special risks, but are unorganized, lack technical expertise, & are powerless. 1 Table, 17 References.
