Consumers and Health Planning: Issues and Opportunities

Abstract

The National Health Planning & Resources Development Act of 1974 created a national network of Health Systems Agencies with an emphasis on consumer participation in health planning, a field long dominated by medical providers & hospitals. The record of consumer participation in agencies is uneven. However, dissatisfaction with the agencies has led health consumer groups to organize independently of, but with reference to, health planning. The increase in number & capacity of these groups is examined, showing their concern with cost containment, consumer representation, & access to health services, & the opportunities & resources that have helped make group formation possible. 42 References.
