Performance: Promises to keep and miles to go.

Abstract

The 10th Donald C. Stone lecture presented at the national conference of the American Society for Public Administration held 4 April 2005 calls attention to the poor condition of American finances & the critical role of public servants in correcting the situation. Special attention is given to the ability of public & nonprofit organizations to undertake & execute existing tasks & future challenges. The critical importance of leaders capable of eliciting good performance & measurement tools able to evaluate that performance is stressed. It is contended that public employees have a duty to see that citizens' dollars are spent as efficiently & effectively as possible. Obstacles facing public organizations include the "conundrum" of "accountability to whom/what?" & finding & keeping top-rate leaders. Capacity must be seen as a platform for performance. Issues addressed by the people component of capacity are discussed, along with the institutional impact of contracting on performance; & ways in which first-rate leadership drives & supports performance.
