An organizational development model for retooling social welfare administrators

Abstract

Considerable attention has been given recently to the application of management skills and techniques in social welfare agencies. This emphasis has occurred as a result of the dramatic changes experienced in the structure and management of social welfare programs in the past two decades. As the demand for more sophisticated management skills has increased, there has not been a simultaneously significant increase in the number of individuals within social welfare organizations with expertise in the application of such techniques and skills. Although many schools of social work have attempted to respond with management training, the numbers of those graduated with the appropriate knowledge base are insufficient to meet the demands. Another answer for increasing social welfare agencies' management resources is to retrain those already employed in social welfare agencies. An organizational model is suggested as an approach to training this group. (Journal abstract, edited.)
