An Overview of Administration, Policy and Planning as Specializations in Social Welfare Practice

Abstract

The fields of social policy, planning, & administration offer substantial opportunities to social service professionals. At the same time, the status of these fields is influenced by factors including the present relatively negative climate of PO regarding social work, sociological complexity & fragmentation of the field, conflict between ideologies, & the field's historical development. A unitary conception of social work practice is formulated & its implications for policy, planning, & administration are considered; social work is interpreted as a professional effort to improve the quality of life by resolving conflict between social & personal interests.
