Improving agency functioning through staff development

Abstract

Two goals of staff development commonly recognized are to augment the capacities of workers and to improve organizational functioning. The roles needed to accomplish these two goals are highly compatible. Four new roles for staff development personnel that relate to improved agency functioning are policy analyst, interpreter, organizational change facilitator, and staff advocate. These roles blend with staff enhancement roles such as training needs assessor, adult educator-teacher, staff development activities planner, and researcher-evaluator. The discussion concludes by raising some unanswered questions concerning the efficacy of the blended approach to staff development. (Journal abstract, edited.)
