The Grass Roots and Government in Social Planning and Community Organization

Abstract

Over the last thirteen years, the context of social planning & community organization has changed in significant ways. In the 1960s, most of these activities were mounted outside of established governmental institutions; at present, they are supported primarily & extensively by law, & financed & managed by agencies of government. This shift in context has resulted in changes in professional practice, particularly the development of capacities to deal with the intergovernmental, functional, & technical aspects of planning & community organization. Scholars in this field do not seem to have taken these changes into account, as is revealed by an analysis of all the articles dealing with social planning & community organization which appeared between 1967 & 1976 in four professional journals: Community Mental Health Journal, Gerontologist, Social Service Review, & Social Work. 4 Tables, Appendix.
