Issues in Advocacy, Politics and Participation

Abstract

The continued functioning of social service programs requires that they find a broadly based constituency in the general citizenry. The recently emerged citizen advocacy movement (CAM), which seeks to give the general public an increased policy input in relation to administrative elites, & which has now become strongly oriented to cost containment, must be included in any such alliance. Alliances between special interest groups, congressional committees, & administrative agencies must cease to dominate policy if the CAM's demands are to be met. The CAM does not necessarily seek to cut services but rather to cut spending; however, unless it is encouraged to support social welfare programs, any cuts will work to the harm of such programs. The social welfare programs must come to terms in many cases with the need to allocate less money among more claimants. W. H. Stoddard.
