Coalitions and their effect on the urban policy agenda
Abstract
Interorganizational coalitions form for various reasons. One increasingly important one is to influence the urban policy agenda. Human service agencies may be faced with organizational survival and seek critical funding; they may attempt to prod local governments into adopting more innovative, aggressive approaches to problem solution. Four community-based coalitions in a large city were studied in terms of their purpose and structure as well as their ability to influence the urban policy agenda. Characteristics such as issue consensus, triggering mechanisms, and policy windows are discussed.
