Developing New Modes of Communication in Low-to-Moderate Income Neighborhoods: Issues in Energy Conservation and Folk Beliefs

Abstract

A community intervention model in energy conservation that led to the development of new modes of communication & to the empowerment of residents in a low income neighborhood in Memphis, Tenn, is described. These two factors contributed to a twentyfold increase in participation in an energy conservation program, & influenced additional sectors of activity that significantly improved the quality of life for the neighborhood residents. Unlike the literature on community change through radicalization, an intervention model is presented that links a number of public agencies to grass-roots concerns through an action research methodology. 2 Tables, 25 References.
