Models of State Budget Allocation in Child Welfare Services

Abstract

Proposes evaluative criteria for choosing an allocation method for child welfare service budgeting: equity of access & distribution, ease of administration, & promotion of program goals. Using examples from child welfare services, caseload, needs-based, workload, & program outcome funding are examined. Resource allocation is a complex policy choice that must take into account program characteristics, including program aims, the target population, the volume of clients, & the type of work undertaken. 1 Table, 46 References.
