Avoiding fiscal management problems in human service agencies

Abstract

Administrators of human service organizations are highly cognizant of the necessity for fiscal accountability to their funding sources. An integrated management system is a basic requirement for the successful operation of a service delivery agency. The fiscal management elements (planning-action-evaluation) must be coordinated with the internal control factors--those factors that increase goal success. Some counterproductive management practices related to the funding process, program design, budgeting, accounting, and audit are explored. (Journal abstract, edited.)
