County social services directors' perceptions of their policy boards

Abstract

A study examined the perceptions that directors of county departments of social services have toward their policy boards in the state of North Carolina. Several variables were examined, including the directors' training, experience, perceived level of power and influence, and membership in professional organizations. Data were collected through questionnaires mailed to each of North Carolina's 100 county directors of social services. Seventy-five of the directors returned usable questionnaires. The data indicated that directors support the use of boards as a mechanism for citizen input. Directors generally recognize their boards' imperfections and limitations but accept the responsibility to work with the boards to ensure their involvement in the policy-making process.
