Centralizing management and decentralizing services: an alternative approach

Abstract

The authors describe and analyze the process and results of the Pennsylvania Rural Counties Human Services Project, which was designed to explore structural solutions to the continuing problems related to managerial efficiency and service accessibility. The participatory action research study resulted in a proposal for alternative organizational models for the delivery of public personal social services at the county level. The prototypical model of human services delivery lacks functional integration, managerial control, & service access at a single point of service delivery. Alternative approaches that allow for centralization of management & simultaneous decentralization of client services are considered: (1) integrated human services agency with specialized teams, which allows for the optimization of existing categorical arrangements; & (2) integrated human services agency with decentralized teams, which allows for utilization of uniquely local strengths & resources. 4 Figures, 23 References.
