Are Administrators Social Workers?: The Politics of Intraprofessional Rivalry

Abstract

While there is a tendency to view the social work profession as a homogeneous grouping of like-minded people, it is made up of occupational segments, each pursuing different objectives in different manners. The relationship between two segments of the profession -- those who provide direct clinical services & those who plan to administer services -- is examined, with focus on the different constituencies to which these segments are held accountable & the impact this has on intraprofessional rivalries & tensions. Implications for social work administrators are discussed in terms of the dilemmas they face in simultaneously trying to maintain legitimacy as social work professionals & being responsive to their major external constituencies.
