Community Involvement in Desegregation: The Milwaukee Experience

Abstract

Citizen involvement in school desegregation is examined through the activities of 2 Milwaukee, Wisc, voluntary organizations -- the Committee of 100 & the Coalition for Peaceful Schools, created in 1974 specifically to facilitate the desegregation process. Principal functions of these groups in providing citizen access to the school board & in ensuring accountability are described; membership profiles for both groups are provided, noting the stronger commitment to desegregation & the increasingly grassroots character of the Coalition. Factors seen as influencing the success of these groups, & applicable to other cities, include: (1) character of the relationship of the group with the school board; (2) procedural mechanisms used in meetings; (3) funding security; (4) special membership accommodation (eg, transport & childcare); & (5) incorporation of hostile elements. 1 Table.
