The Planning Contradiction in Social Agencies: Great Expectations versus Satisfaction with Limited Performance

Abstract

Much attention has been devoted to development of alter& native planning models, but there has been virtually no empirical examination of the amount & kind of planning actually utilized in organizations in the human services delivery system. In a survey of 167 executives of social agencies in Los Angeles County, it was discovered that there is, at best, uneven use of planning-& planning often appears to be dominated by executives who make little use of data & committees. The survey was based on a randomized sampling procedure that found a representative cross section of government & nonprofit agencies in the health, community mental health, family counseling, child welfare, & residential facilities in the area. Follow-up studies should explore relationships between agency characteristics & agency planning as well as between the amount & kind of planning & the quality of services provided to consumers. 3 Tables.
