"Maximum Feasible Participation": Working Class and Peasant Movements as a Theoretical Model for the Analysis of Current U.S. Movements of Poor and Minority Groups

Abstract

Parallels from past Wc & peasant movements are sought for analysis of today's problems of poverty & race. Attention is focused on organization of the poor at individual & group levels. Findings reveal that the level of individual participation in & commitment to organizations for the poor is low. At the organizational level, many major policy choices are currently under investigation, including the problems of gradualism vs revolution, & ethnic exclusiveness vs inclusiveness. It is concluded that the government's request for participation of the poor within the bureaucratic framework will only be beneficial to the poor when they acquire political power outside & independent of that framework.
