Social Service Issues and Challenges in the 1980's

Abstract

Social services at present are characterized by two major features: growth & confusion. Federal funding under Title XX can be used for enormously varied types of projects. This variety & lack of definition have limited public acceptance of social services as an institution. In addition, the social services are challenged by the economic limits that have now become apparent, & which imply a reduction in their growth, though not necessarily a contraction. Even while this is taking place, a variety of new needs demands attention. Unmet needs also exist for impact evaluation & for concern with client rights. The social services must resolve these conflicting demands to form policy for the next decade. W. H. Stoddard.
