Social service administration and practice in a conservative welfare delivery system
Abstract
The for-profit private sector of social welfare actually became entrenched before the rise of conservative ideology and power, and there is evidence that it is expanding. An attempt is made to demonstrate that two practice arenas have become prominent in the delivery of social services--the nonprofit public arena and the private profit-making arena--and to describe the types of entrepreneurial practice that have developed in recent years. The discussion also explores some of the benefits and liabilities of entrepreneurial social service delivery systems and concludes that social service practitioners can engage in entrepreneurial practice without forfeiting traditional professional commitments to general welfare and humane and just treatment of individuals. Finally, it recommends a cluster of additional knowledge and skills needed for entrepreneurial practice.
