Citizen Participation In Urban Services: Prevention Program

Abstract

THE ADMINISTRATION OF A COMMUNITY-BASED CRIME Community-based citizens' organizations have become a common part of urban political systems. Encouraged by federal programs mandating "maximum feasible participation," citizens' organizations are widespread and, in many instances, exercise important authority over decisions concerning programs, services, and resources. This paper examines a neighborhood-based citizens' organiza¬tion in the central city of Flint, Michigan established to develop and implement a crime preven¬tion program in a territorially-delineated target area. It focuses on the governance, adminis¬tration, and activities of the voluntary organization. A limited body of descriptive and survey data are used to assess the effectiveness of the citizens' organization in reducing criminal victimization. A reasonable conclusion from the analysis is that the citizen-volunteer can play an important role in urban service delivery by supplementing the activities of public agencies responsible for service provision.
