Income maintenance revisited: functions, skills, and boundaries.

Abstract

A study was undertaken to determine the current staffing patterns, entry requirements, qualifications, functions, skills, and ability levels of income maintenance line workers in public assistance and food stamp agencies throughout the United States and the territories. Data were obtained through a structured questionnaire submitted to local administrators in these agencies. Findings suggested that the income maintenance function cannot be classified clearly as a professional service, a business transaction, a clerical duty, or a new technical skill and that the historical rationale for a tie between income maintenance and social work practice remains valid.
