Developing a Quality Assurance Document for Monitoring Local Office AFDC Payments Administration

Abstract

Stimulated by a concern for payment accuracy, the Quality Assurance Document (QAD) was developed by Mass to measure the effectiveness of AFDC (Aid to Families with Dependent Children) payments administration in local welfare offices. The QAD elicits case information by using an efficient desk review procedure. Pointing to worker failure either to apply policy correctly or to take prudent action, the 11 QAD performance indicators (selected through discriminant analysis) are useful in predicting payment error in AFDC cases. The error status of 80% of cases reviewed with the QAD, including 40% of error cases, was correctly predicted. In using the QAD, an overall performance score & specific problems in payments administration are identified for each local welfare office. A corrective action plan is required from each office & compliance with the plan is monitored. 3 Tables. HA.
