GAIN: a locally based computer system which successfully supports line staff.

Abstract

The Ramsey County, Minnesota, Community Human Services Department, in collaboration with Data Processing staff, completed and is operating a locally initiated, planned, and developed automated system called GAIN (General Assistance Intake System), to support public assistance intake processes. This development project used a flexible client- and line staff focused process to create a system that increased financial worker productivity by over 30 percent. Though the project's goals are relatively standard for public assistance projects, the extent to which they were met, the resulting level of support provided to the frontline worker, and the fact that the project was developed locally are unusual. The political context in which development decisions were made and implications for other jurisdictions are also presented. (Journal abstract, edited)
