Assessing Program Stabilization: An Extension of the "Differential Evaluation" Model

Abstract

The "differential evaluation" model provides administrators with a guide to program evaluation based on a three-stage conception of social program development. Originated when growth & expansion were the objectives of most programs, the model identified three phases of development: initiation, contact, & implementation. In response to current shifts in the political & economic climate, the differential evaluation model is now being extended to include a fourth, previously disregarded stage, stabilization. As current program changes are more likely to occur in mature programs that remain constant in size or that face contraction, this stage becomes more prominent. The stabilization stage is described with relevant evaluation objectives. Illustrations from social programs & evaluative questions pertinent to the stage are presented. 10 References. HA.
