Management by Measurement: Organizational Dilemmas and Opportunities

Abstract

Organization dilemmas associated with measuring effectiveness at different program levels are considered. Often, the process of measurement itself can cause problems, because such efforts to improve service effectiveness can limit the learning atmosphere in an organization & place stress on staff to satisfy performance criteria, rather than to improve performance. It is argued that assessment of effectiveness must be combined with the systematic improvement of the skill level of staff at different levels to obtain desired results. 16 References. AA
