Efficiency and the Social Services: Part A

Abstract

Calling for more attention to, & understanding of, the idea of efficiency in social welfare, some potential roadblocks in its achievement are addressed (see abstract of Part B in this section). Conceptualization of efficiency must be based on understanding both political & economic scarcity. Efficiency must also be considered in terms of what it is, & what it is not, thereby showing how it can, & cannot, be useful. Highlighted are some notions of what efficiency is not: cost cutting/containment, a businesslike approach, achievement of irrational standards, lack of concern for quality, or antagonism toward innovation. If efficiency is conceived to be any of these, it is useless. 27 References. C. Grindle
