Efficiency and the Social Services: Part A
Abstract
Calling for more attention to, & understanding of, the idea of
efficiency in social welfare, some potential roadblocks in its
achievement are addressed (see abstract of Part B in this section).
Conceptualization of efficiency must be based on understanding both
political & economic scarcity. Efficiency must also be considered
in terms of what it is, & what it is not, thereby showing how it
can, & cannot, be useful. Highlighted are some notions of what
efficiency is not: cost cutting/containment, a businesslike approach,
achievement of irrational standards, lack of concern for quality, or
antagonism toward innovation. If efficiency is conceived to be any of
