Abstract

An analysis of productive & allocative efficiency in social & health services, including concepts, measurements, & implementation effects. The potential tension between economic prescriptions & social systems behavior is discussed, especially the tendency for efficiency theory to operate as a formalistic, self-referential system. It is proposed that although efficiency theory appears to exemplify rationality, it is not organizationally embedded, nor is it robust enough to model organizational processes. Examined here are implementation, side effects, & the organizational & social costs of efficiency principles. 41 References. AA
