An approach to measuring effectiveness of social services: problems and resolutions

Abstract

Along with recent legislative acts, there has developed an intensified demand for measuring the effectiveness with which the goals of social service programs are being met. This demand is predicated on the notion that research into social interventions can point to underlying cause-effect relationships that can be manipulated and changed in the direction of increased effectiveness for a larger number of needy people. The process of developing and conducting evaluations will likely be fraught with organizational, technical, and administrative problems, which must be prevented and resolved in order for the evaluation to succeed. Thus, an evaluation approach is discussed, together with (1) salient organizational and administrative problems, (2) the importance of well-qualified personnel, and (3) a well-formulated plan for imaginatively and skillfully facing and resolving these problems.
